Activities within the tripartite structure

The National Federation of Employers in Agriculture and Food Industry is an active participant in the tripartite structure of the social dialogue created based on the Decision of the Government of the Republic of Moldova No. 356 of 26.04.1999 on approval of the Concept on the development of the system of social dialogue and Decision of the Government of the Republic of Moldova No. 675 of 11.07.2000 on approval of the Regulation of the Republican Committee for collective bargaining and the sample Regulation on organisation and operation of sectoral and territorial committees on collective bargaining and social dialogue.

The parties to the social dialogue are: the state authorities, employers’ and workers’ organisations. The system of the social dialogue has several levels: national, sectoral, regional and enterprise levels.

At the national level, a Republican Committee on collective bargaining is established. Members of this Committee are representatives of the Government, the National Confederation of Employers and the 2 Workers’ Confederations on a parity principle. Two representatives of the National Federation of Employers in Agriculture and Food Industry are members of this Committee.

The activity of the Committee includes: tripartite co-operation on labour, social and economic issues, examination of draft laws and proposals on economic reforms and ensuring the civic counselling, finding solutions to labour conflicts at the national level, improving the system of bargaining and social partnership. The National Collective Agreement is negotiated and signed within this Committee, which regulates, alongside labour legislation, the relationship between employers and workers.

In a similar way the system of the social dialogue is formed at the sectoral level. Based on the Order of the Minister of Agriculture and Food Industry, a sectoral committee for collective bargaining and social dialogue is formed. The Committee includes 5 representatives of the Ministry of Agriculture and Food Industry, 5 representatives of the National Federation of Employers in Agriculture and Food Industry and 5 representatives from Workers’ Federation “Agroindsind”.

The Committee discusses general issues related to labour, social and economic problems, the Sectoral Collective Agreement and collective labour conflicts are solved. The Committee submitted many proposals on improving the state policy in agriculture, in particular the fiscal policy, policy on subsidising, on commercialising of agricultural production.
